Tiffany Elking is the firm’s Vice President and divides her time between the Chicago and Springfield office. Tiffany provides Government Navigation Group’s wide portfolio of clients with analysis and strategic insight into legislative issues, using her knowledge of the various policy-making and decision-making processes. She also facilitates the pursuit of procurement and grant opportunities.
Prior to joining the Government Navigation Group, Tiffany served as Assistant Counsel to Speaker Michael J. Madigan with the Illinois House of Representatives. In her capacity, she reviewed and drafted legislation, analyzed bills, provided detailed memoranda on legislative matters of special interest to House leadership, and assisted house members with committee testimony and floor debate of legislation. Additionally, she served as interim Parliamentarian for House legislative sessions, advising the Speaker and the Parliamentarian on procedures and ensuring motions were properly made by House members.
Tiffany acted as the lead counsel and parliamentarian for multiple committees including Revenue and Finance, Election and Campaign Finance Reform, State Government Administration, and Armed Forces and Military Affairs.
During that time, Tiffany was also a member of the House of Representative’s redistricting legal team, who obtained a summary judgment ruling following a 2011 federal lawsuit regarding the state legislative districts, which is almost unprecedented in redistricting lawsuits.
Tiffany received her law degree, cum laude, from The John Marshall Law School. During law school, Tiffany wrote for The John Marshall Law Review, and worked for the City of Chicago’s Law Department, the Office of U.S. Senator Richard Durbin, and the Honorable Judge Robert W. Gettleman from the Northern District Court of Illinois. Tiffany also received an award from the Women’s Bar Association based on her work done in the public interest.
Tiffany is a member of the Chicago Bar Association, the Illinois Bar Association, and was appointed to the Government Lawyers Committee with the Illinois Bar Association for two terms. Tiffany was also elected onto the Shedd Aquarium Auxiliary Board. In addition, Tiffany is a certified volunteer tax preparer with the Center for Economic Progress, where she helps low-income families prepare state and federal tax returns and provides counseling on tax law and credits.
